Justice Beyond Borders: Americans Murdered by Terrorists and the Fight for Accountability

A free public panel — hosted by the Atlanta Israel Coalition and the Rhode Island Coalition for Israel, with a wide coalition of partner organizations — confronting a pattern that has shadowed American victims of Palestinian terror for a generation: terrorists who murder U.S. citizens abroad are convicted, imprisoned, and then released in hostage and prisoner exchanges, after which they evade extradition and live freely, often unpunished.
The panel brought together four people who've lived that pattern from the inside:
Arnold Roth, father of Malki Roth, the 15-year-old American citizen murdered in the 2001 Hamas bombing of the Sbarro pizzeria in Jerusalem. Her killer, Ahlam Tamimi, is on the FBI's Most Wanted Terrorists list (up to $5M reward) but lives openly in Jordan, which has refused to extradite her. Kathleen Luken, identical twin sister of Kristine Luken, an American citizen stabbed to death while hiking near Beit Shemesh in December 2010.
Tal Hartuv, who was hiking beside Kristine Luken during that same attack — stabbed more than a dozen times and left for dead, she survived and became a leading advocate against payments to imprisoned terrorists. One of her attackers was released in the 2025 Gaza hostage deal.
Mark Goldfeder, Esq., CEO of the National Jewish Advocacy Center, who has built a wave of Anti-Terrorism Act lawsuits against the institutions and financiers accused of aiding Hamas — the legal answer to the evening's central question: how do victims actually win?
Cheryl Dorchinsky, Founder & Executive Director of the Atlanta Israel Coalition, introduced and interviewed the panelists; Maria Friedman of the Rhode Island Coalition for Israel opened the evening and led audience Q&A following the panel.
