NJAC Requests Enforcement of Federal Anti-Boycott Law Following Ireland’s and Spain’s Enactment of State Boycotts of Israel

Dear Secretary Bessent and Secretary Lutnick:
We write on behalf of the National Jewish Advocacy Center to request that your Departments enforce the federal anti-boycott laws that regulate American companies’ participation in foreign boycotts in response to Ireland’s and Spain’s enactment of state boycotts of Israel.
On July 7, 2026, the Dáil passed, without a vote, the Israeli Settlements in the Occupied Palestinian Territory (Prohibition of Importation of Goods) Bill, which makes it a customs offense to import goods produced by Israeli businesses in the West Bank and East Jerusalem. The bill proceeds to the Seanad for final approval this month. Separately, Spain adopted Royal Decree-Law 10/2025 in September 2025, imposing a total embargo on defense and dual-use trade with Israel together with fuel-transit bans, and on December 30, 2025, it began enforcing a prohibition on imports from Israeli communities in the West Bank, eastern Jerusalem, and the Golan Heights. U.S. anti-boycott statutes and regulations were written for this moment, and this letter asks you to apply them.
