The National Jewish Advocacy Center (NJAC), the Orthodox Union, the Rabbinical Council

of America, and the National Council of Young Israel submit the attached Memorandum to affirm the constitutionality and necessity of legislation that would establish a 25-foot protective buffer zone for demonstrations around houses of worship and reproductive health facilities. (Part K of S.9005/A.10005 and S.8599/A.9335) (the “Bills”). We vigorously oppose the assertion by the New York Civil Liberties Union in its recent Memorandum that the legislation would violate the First Amendment.
